So we had those parameters, that it was going to be a location-based thing and it was going to be expensive. And actually, within the department, that raised some eyebrows because there's only so much money and it was like, should we be doing it? So Louis [Marks] kind of steered the ship. He was someone who sort of sat back and listened, and he was just very good at that. He was terrific at not trying to impose himself, but he would have certain views.
